The Prosecutor's Office of the Krasnoyarsk Territory has appealed the verdict against the former Minister of Social Policy of the region, Galina Pashinova, along with other defendants in the case concerning the embezzlement of funds intended for purchasing gifts for World War II veterans.
It should be noted that, in addition to Galina Pashinova, her first deputy Natalia Kolyagina and three entrepreneurs were also in the dock. Depending on their roles and levels of involvement in the crime, they faced charges under part 2 of article 286 of the Criminal Code of the Russian Federation (abuse of power) and part 4 of article 159 of the Criminal Code (fraud).
The court found that between 2017 and 2018, Kolyagina conspired with representatives of commercial firms to embezzle budget funds in the execution of contracts for purchasing gifts for veterans of the Great Patriotic War for Victory Day. Contracts were signed for the supply of electric kettles, multicookers, steamers, thermos pots, tonometers, mixers, juicers, blenders, multi-bakers, irons, and bread makers, totaling over 4.3 million rubles. However, instead of 900 valuable gifts, only around 600 cheaper items were purchased, costing less than 1.2 million rubles.
According to the investigation, Galina Pashinova was aware that the contracts were not executed properly but signed the reporting documents on the basis of which 4.3 million rubles were transferred. The stolen funds were disposed of at the discretion of the perpetrators. They did not admit guilt in committing the crimes. During the investigation, representatives of commercial organizations compensated for damages amounting to 2.3 million rubles.
In October of this year, the Central District Court of Krasnoyarsk found Pashinova guilty of exceeding her official powers (part 2 of article 286 of the Criminal Code) and sentenced her to 3 years and 10 months of conditional imprisonment. The other defendants also received conditional sentences.
The Prosecutor's Office deemed the sentence too lenient. Due to this and other violations of criminal procedural legislation, it has appealed the verdict by submitting an appellate petition to the Krasnoyarsk Regional Court.
It is worth mentioning that Galina Pashinova served as the Minister of Social Policy of the Krasnoyarsk Territory twice: from 2008 to 2013 and from 2016 to 2018. Between these periods, she oversaw this area as the Deputy Prime Minister of the regional government.
